03 Khartoum 0384

Note:  This is the first of this Sudan series of cable to show redactions from the FOIA office (redacted to protect sources though one indication slipped through in para two.)  Also, on page two the redactors seemed to have dropped a few lines when the speaker is noting how long the Coptics had been in Sudan.

(corrected version of 0822)

Note:  The JMC (see 03 Khartoum 795) monitored a ceasefire in the Nuba Mountains area, a predominantly non-Arab, African area north of the line now serving as a border with South Sudan.  The area is still in dispute.

Note:  These sorts of diplomatic exchanges are a tour d'horizon in which a broad range of issues are discussed or updated.  The Sudanese government was on its best behavior believing they were now on a track that might lead to a more positive relationship with the US ans eventually lifting of sanctions.

Note:  The JMC was the Joint Monitoring Commission, a peace monitoring unit funded by the USG to oversee a ceasefire in the Nuba Mountains.  Was commanded by a very cable Norwegian General, Jan Wilhelmsen
