All cables cleared by USG FOIA procedure. Cables are mostly those sent under my name from my posts but also others in which I was directly involved. Note: As of 2014, Sudan remains on the list of state sponsors of terrorism despite having been judged in 2013 as "remain[ing] a generally cooperative counterterrorism partner and continued to take action to address threats to U.S. interests and personnel in Sudan." It also remains subject to comprehensive US sanctions.

Note: The JMC (see 03 Khartoum 795) monitored a ceasefire in the Nuba Mountains area, a predominantly non-Arab, African area north of the line now serving as a border with South Sudan. The area is still in dispute.
